Rules
The following behaviors are considered unacceptable:
loud conversation or laughter which is disturbing to other patrons
obscene or abusive language
indecent attire (bathing suits, no shirt, no shoes, etc.)
smoking or use of smokeless tobacco in the library or near the entrance
use of radios or CD players without headphones
willful destruction or damage to any library property or personal property of patrons or staff
removal of library property from the building without permission
blocking or in any way interfering with the free movement of any persons in or out of the library
bring animals other than helper animals into library buildings
consumption of food or beverages
possession or consumption of alcoholic beverages
sale, purchase or consumption of illegal substances
campaigning, petitioning, proselytizing, soliciting or selling of any kind, if disruptive of normal use of library
distrubution of leaflets or posting of notice in areas not authorized for this purpose
intimidating acts against staff or patrons or harassing behavior
engaging in disorderly conduct, fighting, committing a nuisance or unreasonably distrubing and offending library users
use of library telephones by any person other than library personnel unless given permission by a library staff member
rearranging of any library furniture or equipment without permission from a library staff member
carrying unauthorized weapons of any sort
Circulation
The length of checkout varies with format, see below. It is the patron's responsibility to be aware of these variances and return materials on time and in good condition. A patron will receive a receipt of all items checked out with their due dates. It is suggested that the receipt be attached to the refrigerator door.

Patrons may renew items at the circulation desk, over the phone, or online. To access a patron’s account go our online catalog, see homepage. At the bottom of the page click “My Account”. Type in your name, your library card barcode number and your personal pin number. Pin numbers maybe created the first time a patron uses the catalog or can be acquired at the circulation desk.
Fines
2 dollars per day per video game up to a maximum of $10.00 each
1 dollar a day per DVD and VHS tape
50 cents a day per, music CD, and magazine
25 cents a day per adult book
10 a day per juvenile book
A patron’s account will become blocked if the fine reaches 10 dollars.
The patron must pay the fine in order to check out any additional items.
Library Cards
Library cards are free of charge to residents of Juniata County or Pennsylvania residents with a library card from their home library with an Access Pa sticker.
To obtain a library card individuals must be 18 years or older. Juveniles 17 or younger may have their own library card if their parent or legal guardian has a library card in good standing and has signed the juvenile's "yellow" card.
Individuals must provide identification (driver's license, passport, state ID card), and proof of address. If the address on your identifcation is not current mail may be used as a proof of address. Library cards must be presented everytime to check out materials. Replacement cards are available for $1.00.
Non-Resident Library Card Policy
Pennsylvania residents (or out of state residents ) that do not have a library card with an Access Pa sticker may purchase one for the annual rate of $35.00. Additional cards for a spouse or children may be purchased for $5.00 each. The money must be paid at the time the library card is given. Non-resident patron accounts will expire each year. When the card expires the patron must pay the annual fee before they may use the card.

Public Access Computer Usage Rules
Check out a computer pass at the circulation desk before using the computer.
Usage is limited to one hour once a day per cardholder.
Using foul language and viewing questionable sites (those with blatant adult content/pornography) is prohibited.
One person is allowed at a computer at a time.
Children under 12 years old MUST be accompanied by an adult.
Please follow directions of the library staff immediately and courteously.
Violation of any of the above rules will result in the loss of computer use privileges.
A visitor's pass is available for out-of-county visitors to the library. It is not to be used for library patrons who do not bring their library cards.
Child Safety Policy
Children are welcome at the Juniata County Library. Our goal is to provide a safe and enjoyable setting for all of our patrons. In order to do so the following rules have been put into place. Your cooperation will make the library a positive experience for you and your children.
Parents and/or guardians are responsible for the behavior and safety of their children while at the library.
Children under the age of eight are not allowed in the library without a parent or guardian who is sixteen years or older.
A parent or auardian must stay in the library while children under eight are attending programs.
Children between the ages of eight and fifteen may use the library in an appropriate manner without a supervision.
A child whose behavior is disruptive (being loud, running, etc.) will receive one warning.
Patrons may be asked to leave the library if disruptive behavior continues.
Children must be picked up before the library closes.
Extreme Weather Closing
In order to provide the best service the library will be open for scheduled hours whenever possible. However, the library is concerned for the safety of its patrons and staff. During extreme weather situations the director may close the library. School closings and Penn Dot road reports will be taken into consideration when making this decision. Information concerning closings or delays will announced on the local radio station and on this website. When the library is closed due to weather conditions overdue fines will not be charged for that day.
Accepting Donations
We gladly accept your donations of books, DVDs, music CDs that are in clean and acceptable condition. We do not accept National Geographic, magazines, Reader's Digest Condensed books, text books, encyclopedias, or cassettes.
DVD Policy - effective January 2010
New Fiction (entertainment) DVDs will cost $1.00 for one week check out. They cannot be renewed over the phone or online. Patrons may bring the DVD in and pay another $1.00 for another week if it is not on hold for another patron.
These DVDs will have a sticker that indicates they are $1.00 and will be shelved in a shelf separate from the rest of the collection.
Older fiction DVDs and non-fiction DVDs will continue to be free. They will check out for one week, and can be renewed twice.
Fines on overdue DVDs will be $1.00 per day. There will be a limit of 3 movies (DVD or VHS tape) per card.
There will be no refunds.
Video Game Policy
The Juniata County Library is pleased to introduce video games to our collection. We carry video games for the following systems: Sony’s Play Station 3 (PS3), Nintendo’s Wii, and Microsoft’s XBOX 360.
The Library has video games with the following ratings as established by the ESRB (Entertainment Software Rating Board):
- EC (Early Childhood) – suitable for children 3 years and older.
- E (Everyone) – suitable for ages 6 and older (may contain cartoon, fantasy or mild violence, and/or infrequent use of mild language)
- E10+ (Everyone) – suitable for ages 10 and older (may contain more cartoon, fantasy, or mild violence, mild language, and/or minimal suggestive themes)
- T (Teen) – suitable for ages 13 and older (may contain violence, suggestive themes, crude humor, minimal blood, simulated gambling, and/or infrequent use of strong language)
- M (Mature) – suitable for ages 17 and older (may contain intense violence, blood and gore, sexual content, and/or strong language)
Video Games Borrowing Rules and Fees
- All patrons in good standing may borrow video games.
- Video games may be checked out for 7 days for a $3.00 per game fee.
- Three video games may be checked out on to one card at one time.
- Late fees for video games are $2.00 per day per game up to a maximum of $10.00 each.
- Late fees for gaming instructions are 10 cents per day per instruction up to a maximum of 2.00 each.
- The patron is responsible for returning video games in good condition.
- In the event of loss, theft or damage, the patron will be charged the full replacement cost of the video game.
- If the gaming instructions are not returned, patrons will also be assessed a $3.00 fee.
- If a patron is under 18, the parent or legal guardian will be held accountable for all fines and fees.
- Video games may not be renewed.
- Video games may be returned in the book drop.
- The library will not refund money in the event that the game does not work.
The Library assumes no responsibility for damage caused to a patron’s equipment by the Library’s video games. The Library does NOT provide any gaming system or accessories. The patron must provide their own gaming system and accessories.
